On the Surface Pro 9 with 5G, which is powered by Arm-based processors, those USB Type-C ports are just USB ports, so Thunderbolt docks won't work at their full capabilities. On the Intel-powered models of the Surface Pro 9, you do get Thunderbolt 4 support on the USB Type-C ports, which enables high-speed accessories like Thunderbolt docks.
